The guy may be with someone but it is not a committed relationship if he's flirting. If he's flirting with you he is also flirting with other people. This guy is insecure only feels good about himself by flirting. He needs the flirting to gratify his masculinity. My suggestion is to avoid the the insecure guy and find a mate more confident about themselves. Find someone who does not need female attention to feel good about themselves.

I'd say the Air/Fire signs are more flirtatious....
Earth signs are more on the grounded and loyal.
Biggest flirts i've come across are geminis, aries, leos

For playful flirts you can't beat the airheads: Gemini, Libra and Aquarius.
However, Aries are agressive in their flirting, like their place in the zodiac, they like to be first.
Taurus will offer you a night in, creature comforts are important to them. Cancers are like that too, but are more moody (emotional...watery).
Capricorns are actually the best flirts, they love everyone. Young ones are very serious but once they grow out of it they tend to grown younger each year and more flirty.
Sags are actually the social directors of the zodiac and tend to set up group outtings. That also makes them natural flirts.
Each sign has its own way of making a connection. Scorpios tend to use sex, for example.
If you want to deal in generalities, my money is on the Sagittarius.
