Basically it just says
Conscience is something no one else controls
Even if someone says it's right
That doesn't mean it is
The law system ignores the personal part to say majority wins
No one else can make the decision of guilt or lack of for someone else.
etc.
make the right decision.

it means that a persons inner convictions(the things they feel and think) dont always abide by what the publics feel or think.
