You will either need to buy it outright cash, or need a hefty down payment. You will have a hard time getting anything on credit for a while, however, there are lenders who will deal with high risk persons, they will charge ridiculous interest rates though.

While you are in a Chapter 13, you can only spend what the court approves. Loans are not allowed without the courts approval up front. If you had enough cash to buy a car, the court would have required you to use it to pay toward your debts.

If you are in chapter 13, a loan company probably wouldn't touch you with a 40 foot pole. So whatever you purchase would have to be with cash.
