My friend has a movie that he made on this computer and he wants to copy that to a fomat that can make copies of the movie to sent out to others friends but he made a copy on the fomat SVCD and when he tries to copy it from his computer it will not allow him to do so.

It's been a while since I encoded SVCDs. I do remember it had a resolution requirement of 480x480 for NTSC and 480x576 for PAL which is totally different than DVD standards.
So if your friend is trying to create a SVCD in a programme like Nero, it might not accept the MPG2 file due to those incorrect specs.
