Most phones nowadays are reliable, including the cheap ones, that being said, just chose the phone that she feels most comfortable with (check them out in stores). if you want to get a prepaid phone, id recommend virgin mobile. if you want a plan, id buy the phone online at letstalk.com, they have excellent deals on all phones, all carriers.
if it were my choice on a specific model,
get one of these:

Samsung SGH-C417(Cingular)
Nokia 6102i (Cingular)
Sanyo SCP-8400 (Sprint)
Samsung SPH-A640 (Sprint)

If you have Verizon Wireless, you should try the V.Z. CMD 8945. If you have Cingular try the Motorola 850.
