Sometimes being too direct is not the best thing.

In many cultures directness is considered rude, and their languages reflect that attitude. Japanese and Spanish come to mind.

I'd say when you don't want to hurt someone's feelings. For example if they got a new perm and ask, "Do you love my new do?" and you don't, but they obviously do, then I think it's ok to say, "Wow, that's really some hair do." or "I'm so glad you like it".
