yes i dont know why, maybe they are cheaper, maybe they are nicer to sit on than just the bowl, maybe they carry less bacteria that way, maybe men may need to use them one day for back up if their toliets ever get blocked.......but id rather not touch them at all. erhhhhhhhhhhh

usually- maybe to clean easier? or they take their sons to the womens bathroom since a guy cant take them to the guys :)
