i'm just learning hindi, but i'll have a bash.
first we need to know how the letter is supposed to sound. if it's an initial, how is the name pronounced? depending on pronunciation, then you can go on to find the correct letter combination. hindi is more phonetic than english that way. at least, that's how i'm understanding it.
i suggest looking at a copy of _beginner's hindi script_, published by "teach yourself". ISBN 0071419845. have a look at page 15 under "devanagari syllabary" and the following chapter for the best match of what you're looking for.
