That is because of the psychological / religious enslavery of the Filipinos by the catholic church. Up to now, that very weapon used by Spain in bringing us down to our knees (pun in intended) is still very powerful, and would stay as such for a long, long time. It is fully embedded in our psyche as Filipinos, that mere mention of some keywords would trigger some feelings of guilt among many.
Don't get me wrong, I strongly believe in God, the almighty. I just lost faith in those who preach and propagate his words but do the opposite, in short the hypocrites. That includes not only those high ranking church officials but those government officials who always unashamedly use God's name in vain especially when in front of the TV cameras.
As payback to the church who supported her ascent to power in 1986, Cory Aquino signed into law the New Family Code Executive No. 209 on July 6, 1987. The Family Code of the Philippines which included among others the annulment of marriage with contradictory provisions. Read Art. 45, of the Family Code which provides the grounds for Annulment of Marriage. Among the contradictions noted is between the term Annulment which by definition makes the marriage null and void from the start, which would by logical reasoning make the children resulting from that marriage illegitimate. But huh! Read that provision stating that the children that came out of that marriage are legitimate! How can a legitimate child come out from an illegal or inexistent marriage from the start? even before the child was born? How?
Who else but the church will be favored to act on this annulment earning them a handsome amount each time, has the psychological power over the hearts of God-fearing people. The government would not take that power to execute the law for fear of the backlash from the people who can easily question each move they make and from the church that wanted it so much for the money.
No ordinary Filipino would fight back the church, they are so blinded by their faith, that having their marriage annulled by the church is tantamount to having it annulled by God himself. And bless you, most of these Filipinos who believe so, are educated lot. And who could afford the very expensive but not subject to tax annulment fee but the rich? The hypocrisy of the annulment by the church gives them the much wanted semblance of legality and religiousness. While the poor who can’t afford it just separate quietly, by their standards, illegally.

what another country besides Phil. divorce is illegal, church annulment is only for th richand famous who have money, but for the poor people it will take years for the church to annul the marriages.

divorce is not allowed based on the religious orientation of the filipino people. we're 90% christian.
annulment is not really followed by many. ever heard of stories of kids with different dads or moms? why is this so? because many couples do not have enough properties to settle and family relations are governed by the family's religious orientation.
