would that be a good time to buy or would you be better off renting?

Well, it depends on casualties.
If there are lots of casualties (which we are assuming there are), then the law of supply and demand would force home prices down. (Because there are fewer buyers for homes).
If there is *not* a lot of casualties, but lots of property damage, then assuming your home wasn't destroyed home prices would go up. (Lots of people looking for homes).
If you decide to rent, and your landlord is killed during the war, you would likely be able to live rent-free until new ownership arrives.

In all honesty though, you'll probably be dead.

If there was a global nuclear war you would not be the least bit considering buying a house. You would be busy figuring out how to survive, with all the surviving real estate agents and the cockroaches. There would not be anyone to collect your rent, no police to force you off your unpaid property, and no one busy trying to sell. There would not be any gasoline for your car - so you couldn't go far.

Did you just finish watching War Games? A Global Thermonuclear war would probably destroy the housing market. I think houses would sell very cheaply and houses that weren't contaminated would be very expensive.
