These are a collection of dilated blood vessels, usually found on the left. If yours is bigger on the right, then I would suspect you might have a Hydrocele, (collection of fluid) One simple home test involves a strong flashlight. You should be able to shine the flashlight thru the scrotal sac, from the back, in a dark room. The varicocele will appear more dense, as it holds blood and blood vessels, the hydrocele will be clear, as it contains watery fluid.
Neither of these are dangerous. Some varicoceles need to be worked on, because of problems with pain, or fertility issues. Some hydroceles are associated with inguinal hernias.

Varicocele is a enlarged vein in your scrotum. It is usually nothing to worry about unless it is causes you pain or infertility.

Varicocele embolism is a way to get rid of it that is minimally invasive by going thru a larger vein to get to it.

As embarassing as it may be you may want to have a periodic semen analysis to make sure it is not causing any damage.

varicocele is a condition in males characterized by varicosity od the veins of the testes, forming a swelling that feels like a "bag of worms", it appears bluish through skin of the scrotum and is accompanied by a constant pulling, gragging, or dull pain in the scrotum. Since the presence of excess of blood in the scrotum increases temperature, the condition is thought to be linked to male factor infertility (Dorlands). Please consult to your doctor.

If it gets worse, it can shrink your testicle and decrease your sperm count. I wouldn't ignore it.
