I took him to the vet about a few months ago because he had a shell infection due to fluid underneath his shell or something similar, and his belly was red then too, but the vet didn't/doesn't know why. I've tried feeding him better and healthier, and the redness and inflamation has gone down slighly, but I don't know what is causing this, and my knowledge concerning turtles goes pretty far. I am clueless here though. Any ideas as to what could be causeing the inflamation and redness?

It sounds like a bacterial infection, you need to thuroughly clean his tank, and keep it very clean.

I think your turtle has a blood infection- septicemia, which is really a job for a vet- or a better herp vet than you have seen so far.
