I was recently looking around for an apartment and I found in one the bathrooms the loveliest thing ever! Hope I can eplain this well. How can I put together athing that looks like a board with fabric on it that starts from the ceiling and drops down to just about the saw height og the show curtain rod, so it looks more like a curtain as opposed to shower curtain. I feel it just adds a bit of class to the bathroom and it's not just a plain shower curtain hanging on it's own. There is something right above it on a board of some sort and it is nailed to the ceiling.

It is called A valance curtain, and they are really easy to make. You will need material to use for the curtain, a 1 x 2 x 8 foot piece of wood, a staple gun and some screws and anchors.
If you are good with a sewing machine, you can get any fabric you want and hem the edges.

Cut the board to length, usually 60"for tubs, attach the fabric to the top of the board, gather it in slightly and make a ruffle and attach again. I usually measure 6" and bunch it back to 3" repeat till it is done, You can use different colors to make a pattern, start at each end and work toward the middle, leaving an arched opening, you decide.
After the fabric is attached, simply screw the wood against the ceiling in line with the shower rod.
All done.

I recently viewed a shower drape at Joan Fabrics as youve described. They have a display here in Chicago. The curtain is an ordinary traverse curtain rod type that is down dropped from the ceiling with a top bracket instead of a wall bracket. You are correct, in that the top "board" is wrapped in fabric and stapled to the back side, then the entire board is nailed with a finishing nails to the joists in the ceiling. This give the effect of a long drop curtain with pleats in it and can be tied back when not in use or slung over a brass holder.

You can even sew your own drapes, with the materials from Joan Fabrics and pick a water-resistant material and buy the top drape gather run for about 50 cents a foot. The thing is so simple to do with these products and takes less than an hour to make a set of these drapes.
