VGA ports has nothing to do with parallel or serial ports. Parallel and Serial ports are data ports and are used in data transferring modes. The older VGA ports may look like a serial port but most newer ones have 3 rows of pins, not two, but have the same size/shape characteristics as a serial port.

A VGA port is a 15-pin male port. Parallel and serial ports are completely different. VGA is to transfer video. Parallel and serial is to transfer data.
It's like saying is a TV a stereo or a DVD player? It's completely different and just another component in your home theater. A VGA port is another type of port that you would find on a computer.

It's neither parallel or serial. It may look like a serial port, but it's different. I'm not sure of any serial devices, but I know that a parallel cable is only for a scanner and printer. A VGA is for a monitor, and that's what it's called, nothing else.
