If you mean the background of the actual pictures you will need to a photo editor program. I use a Mac so i don't know what to recommend for free out there.
If you just mean cool backgrounds for their sites search google for myspace layouts. Lot of sites have the HTML code you need that you can copy and paste in one of your profile boxes like who I would like to meet.
