You pick up the loop in the next stich on the previous row - on the top of which you should be working.

It usually means that you are working the next stitch that appears on your left needle. It is possible that in your pattern the next stitch was purled in the previous row, and sometimes it is an increase worked into an edge stitch. In and of itself this is a very vague direction.
