I misread the site. It is not 41 cents. One ounce first class mail remains at 39 cents. It's the ones above one ounce that are changing. Sorry about that.
When you go to the site and click on the link for the price changes, there's a PDF file that you can open that explains things.

Whenever the service sinks another notch - they raise the rates ..It must be time again .
