There are only 3 telcos in the Philippines: SMART, Globe, and Sun.

Your mobile phone should be compatible with the network of either of these companies (locked to one of them) or all them (open-line). Chances are, if you bought your mobile phone in the philippines, it should work properly... unless its broken. also, you should be using the SIM that these companies provide.

If you're using the mobile phone and network from your own country, and you're already in the philippines, chances are you may not be able to use it if you did not activate your International Roaming (assuming your network provider in your country offers that service).

Best bet would be just by a mobile phone locally and a SIM that is compatible w/ it.

What simcard are you using? If it's not from the Philippines, it means you'll have to contact your service provider and ask if they cover Philippines in their services.

I suggest you buy a prepaid SMART or GLOBE sim that you can use temporarily while staying in Cebu.

If you already have a smart or globe sim, when was the last time you used it? Remember that simcars expire when they haven't been used or loaded for quite a while.

For any other problems, you should contact your sim provider. Most probably, there's no problem with your phone. :)

If you bought your cellular phone abroad, it may be locked to a particular phone company and will only work when you insert a sim from a different phone company. Don't worry, though, because it's easy to find a cellular phone shop that can easily unlock your device. Most cellular phone repair shops can do it for you.

Did you buy and activate this phone overseas? Then it's probably carrier locked. You probably should've had it unlocked by your carrier before coming to the Philippines. Or maybe the mobile shop where you bought the SIM could help you get it unlocked for a price.
