Dim-Sum, without a doubt - Din Tai Feng. They have two branches - one around Zhong Xiao Don Lu, the other on Xing-Yi Lu.
Buffet - Grand Hyatt - it's a 5 star hotel, only 800NT for as much as you can eat - Western, Chinese, Japanese it's all there. In fact if you click on my 'best answers' you can see what I've wrote about it in detail.
(I don't recommend Jogoya- I often went there 2 years ago it was great! I went there last Sunday and it's quality has drastically dropped, don't waste your time here - really)!!
Pizza - Alley Cats, just off Xing Yi road, when ever I crave pizza, this is the place to come. Stone baked authentic pizza, the house red is pretty darn good as well!
Japanese - He-Ming located on Zhong-Xiao Dun-Hua intersection offers high quality Japanese food for very reasonable prices!
Japanese curry - Aubergene is Zhong Xiao Don Lu, traditional Japanese curry - sooo goood!

Your best bet is to look at these sites. They are designed for foreigners in Taiwan. Compass often does restaurant reviews. I have also added an interesting site about Taiwan.
