Explain why the wings of the flightless cormorant are considered to be vestigial structures.

i agree, look up vestigial. all the same bone parts of a wing are there, but they dont function the same. they dont let that fly unlike other animals, but the structure is the same.

Well, they are still there but they don't allow flight. Have you looked up what vestigial means?
