yes...because the gov't makes them come into the welfare office too many times, thus making them stay sober or unstoned, which means you strike out more...if they could just pick up their money from a guy on a corner and then get drunk or/and stoned, you might hook up more...remember, welfare aint really for the people who need it, its for those people who have gov't connections and can get a job in the welfare office when they cant get a job anywhere else....
