Perjury---to lie, to mis-represent, or to not disclose the whole Truth.
When someone is testifying "under penalty of perjury" it means that the person is telling the whole Truth and not holding or misrepresenting the Truth in any way or is able to be charged with perjury and is acknowledging that criminal charges will result with probably jail time and a fine for committing perjury.
This is the way the legal system makes sure that the Truth is coming out in court cases, and take perjury very seriously......despite what Bill Clinton was able to get away with, most people will go to jail and face a hefty fine for committing perjury.

If you swear to something "under penalty of perjury", you are saying "I swear this is true, and if I am lying then you can punish me for the crime of perjury and send me to jail" (Perjury is the crime of making a false statement under oath.)
