I still don't get it.

An alluvial fan is a type of deposit so it would be found at the base of the mountain. When the glaciers melt at the top runoff water flows down th emountain. The water erodes rocks as it goes. when the flow of the water stop all the eroded material deposits in a fan shaped deposit.

Alluvial fans are made of bits of rock and sand/dirt that wash down off of mountains. They have a fan like shape as they spread out from the base of the mountain.
