The New Jersey Plan is also known as the "Small States" Plan. The small states like NJ were afraid that the big states would dominate representation in Congress, since the big states advocated the Virginia Plan, which advocated that representation in Congress should be based on population. The NJ Plan said each state, regardless of population, should have 2 representatives in Congress. The compromise of these two plans led to the bicameral legislature of the House of Representatives, based on population, and Senate, 2 Senators per state.

The legislature (i.e. Congress) would have only a single House and each state would have equal representation.
