Iran is so cold in winter because it's situated in the interior of a continent. Therefore, you get very hot temperatures in the summer and very cold temperatures in winter.

Because Iran is mostly desert or semi-arid, much of that country has extremes in temperature, both in the winter, and probably in the summer as well, dry climates are well known to have extremes in temperature, both severe cold in the winter, and extreme heat in the summer.
