I have that problem every time I get a cold, too. I put lotion on under my nose, and it soothes it a bit. You could try aloe gel, and make sure you use EXTRA-SOFT tissues!!
Also drink something warm, like tea or coffee, and let the steam rise up to your nose. It feels nice.

There is a cream called 'nose better' that is made for that problem. Good stuff, too.

Moisturize is the key. Use lots and lots of Cocoa butter. It really helps. Even if it stings.
