It is, in fact, an occupation. We won the "war" 4 years ago when we defeated Saddam's army. So why the spin?

What spin? An occupation is being in a country wihtout the governments approval or request. We are they at the Iraqi governments request. At least you are right about the war part!

We have an obligation to help the Iraqis maintain what they have gained - the freedom and liberty to run their own government. We are not an occupying force - if the freely elected Iraqi government were to tell us to leave we would. the Iraqis appreciate the assistance and are eager to take responsibility for their own country - we will see that this happens.
