my sis-in-law insists on filling her russian dwarf hampster's cage over 50% full with shavings allowing him to climb on everything and LOUDLY chew on the top of the cage. i'm pretty sure from my experience with rodents that you need only 25% if that. who's right?

First of all it's hamster(sorry) and you should put enough bedding to at least cover his/her body (25%).

Put the bedding so that the hamster is warm.Hamsters like to crawl underneath the bedding so you need at least 35%.

The bedding i have learned from the pet stores that they need 2-3 inches of bedding unless u have a bigger hamster then up to 4 inches. because they love to burrow.
