I submit that you are lacking in the factional information related to this issue. Clinton did authorize an ineffective cruise missile strike against a site that Bin Laden was reported to be at.
I think in hindsight all of us would agree that the ball was dropped by a number of officials and there is plenty of blame to go around.

If that Republican Congress thought Bin Laden was such a great threat to the United States at that time - Why did they not instigate something about it - other than condemning Clinton and saying that Clinton was Wagging the Dog?

The leadership of the Republican congress was more interested in the impeachment of Clinton then to deal with real issues like terrorism. There fear was sex. Ask Newt he was playing around while the investigation into Clinton was taking place.
