Don't know where it comes from, but it means being anxious about something, especially fearing that something bad or not right is going on.

The Heebie Jeebies are, in essence, the 'creeps'. Please don't confuse Heebie Jeebies with "Scuppis Wuppis", a dread malady usually contracted by drinking frommthe same glass as a circus geek.
