My first question is do you have administrative privledes to delete user accounts? If so then perhaps those accounts are currently in use or there may be a problem with your Operating System.

Try rebooting your computer in Safe Mode and then delete the accounts. That should do the trick.

To enter Safe Mode reboot your computer and after the stuff at the beginning of the boot process stops press the F8 button until you are given several options on how to start windows. Select Safe Mode and when it is finished booting click Start>Control Panel and select Users. Try deleteing the user account again.

If that does not work i would suggest going to Microsoft's Website and using their Knowledge Base to find your problem.
