Men in prison historically wear pants down around their butt to show availability as a sex partner to other men. This practice filtered into the streets and has become obscured by urban myth and “modern translation” in order to hide the truth.
If you are gay and want to advertise that is of course your right. (I am not bashing here) It’s just all the young boys running around clueless as to what they are doing and if approached for the intended reason they lash out at the person making advances.

23 years working in the Criminal Justice System with inmates. They laugh at most doing it, but admit ignorance is bliss.
As to the camo boys comment. No....no they don't. (Get a belt dude!)

OK. When I was in prison, there were 2 different reasons for sagging pants. Either you were a black gang-banger, or like you say you were advertising. They are not one in the same though.

The guards would always make them pull their pants up as soon as noticed, for either reason.

But as far as how that translates on the street? It does not. Seems to me most gay men are too well dressed to have their pants sagging that low. Further, why would a person approach either a kid with the pants sagging or a bang-banger with an offer for gay sex...is that not asking for someone to lash out?

They actually wore their pants like that because the uniforms they were given did not include belts. If they did, there was a definate risk of people using the belts for weapons and suicide. Therefor, all the men in jail would have their pants down, and I'm sure most of them were not gay.

You don't know what you are talking about.
Wearing the pants low was a sign that your belt had been removed because you were a danger. Like most signs of danger, it was co-opded.

I've heard it explained thus.

In jail they take your belt from you which causes your pants to sag. Sagging in the hip hop culture [which is quite homophobic] is in tribute to jailed brothers.
