I am using a Quantex 19 in. monitor that has a usb port in the back of it.
Can that port be used the same as any other usb port or does it have some special application? I guess I have never noticed a monitor having a usb port before.

I have a monitor with a usb port but i use it for my camera usage for looking at my pictures big screen but on the side of my monitor it has an input button look around ur monitor for urs if u dont find it go to ur screen manufactures web site and ask for a Representative to help u.

Some monitors have built in USB hubs.

It can be used the same as any other USB port. But in order for it to work, you have to plug the hub into a USB port on the computer.

The USB ports can be used to connect USB devices to your computer. The purpose of that is to add more USB ports to your computer. It has no special purpose. You're going to need to get a high-speed USB cable, or printer USB cable, to plug into your computer from your monitor for those ports to work, not just a VGA cable.

These ports are usually to plug in webcams and low powered USB devices. Most of the USB hard drives or CD drives wont work. Mice n Keyboards depending on their power requirement can work.
