According to this website, this country has no official capital though it's government offices are located in the Yaren District.

Nauru, Tokelau and Western Sahara are the only three countries without official capital cities.
And Vatican City has not been designated a country and is no different than the numerous Indian reservations across the United States which are also not countries.

Vatican City in Rome.
Vatican City is concidered its own country, however it is only a city. So there is no capital.

Botswana - Is administered from Mafikeny (outside of the countries borders)
Nauru - Tiny country of 21 square kilometres. Has no capital.
Singapore - Is considered a City State and thus has no capital city.
