No. I agree with the one guy's answer that ppl should either go outside or in the bathroom to talk on their cell, but this should be brief so they do not keep their dining companion waiting long. I have had several experiences with friends who talk to other friends or their boyfriend while I am sitting in a restaurant with them and it makes me livid. To me, that is extremely rude...especially if the conversation exceeds five minutes.

Yes, to a certain extent. You don't know what's going on in someones personal life, and a cell phone maybe needed. They may have a child w/ a babysitter or a sick parent or relative.
Honestly, in fast food and chain type restaurants, I think it's OK to have a cell phone. It OK even to talk quietly at your table, if the people at your table don't mind. If you're loud and disturbing , then you are being rude.
As for fancy/expensive restaurants. They should have a policy that has their guests use their cell phones in the lobby/outside or even in the bar; not the dining room.

I guess it depends on the restaurant, but for the most part, I don't see why not. Most restaurants are pretty noisy places anyway so I don't have a problem with people talking on their cell phones. It's not like a theater or church where people need to be quiet so as not to distract from the movie/show/service etc.

You can't just ban cell phones. A lot of people need them for emergencies (ie the babysitter). If someone were to get a phone call, they should excuse themselves and go outside (or to a lobby area) to answer it. That way they aren't interupting others' meals.

Sure, but people should have to turn them to the vibrate function and they should not be allowed to have very loud conversations on them. Keep it down or go outside should be the rule.
