when someone is physically and mentally extremely mature but extremely emotionally immature (as in when taking an emotional intelligence test, they score at about 18%). I'm thinking it was linked to antisocial disorder, but i forget.

Could be a stage of normal development, which varies by person. The brain's ability to make good judgments generally develops more slowly than the physical or mental aspects. Brain development isn't completed until at a minimum 16 years old and about 25 at the max. If you think this is not a developmental concern, but a personality-based deficit, the specific diagnosis would depend upon the type of immature behavior. If a person seems to think they are the be all and end all, it may be narcissism; if a person thinks others are responsible for their problems, they may be paranoid.

I have met many people like this, either because of the way their parents raised them (sheltered) or because of personality or depressive disorders. Sad.
