i have a 1990 chevy blazer that was running well , now the idle seems to low could the elevation be the cause

Yes. You need to reset the ECU. Pull the main ECU fuse and count to 60. Replace it and the ECU will relearn its new environment.

Yes, the ECU normally compensates, however, it cannot compensate once it has exceeded its optimization range which is most likely the case here. That is why a reset is required, much like a home-computer reboot. The ECU then 'learns' the new environment because it cannot adapt from the old environment because it is too wide a change.

You can always adjust the idle if you don't want to mess with the ECU. The is an adjusting screw on the throttle body where the accelerator cable meets.

do what no picture says , in the old days you would have to re-jet the carb. resist the temptation to just pull the battery negative , your radio presets will be lost and your anti theft stuff may not like it

no the computer compensates the elevation the "o2 senser"
