They are safe to remove and in many cases desirable. Websites use cookies to track your surfing habits on the web as well as store preferences, usernames and passwords. If you delete, you will have to reenter that information all over again every time you go to a site--even if you've visited before. Can be a pain sometimes.
Here's what I suggest:
In Internet Explorer go to tools- Internet options-privacy tab and press advanced. Check the override automatic cookie handling box and select accept first party cookies and prompt for 3rd party cookies. Check the always accept session cookies.
As you browse you will now be prompted whenever a site other than the one you are visiting wants to put a cookie on your computer. You will be amazed at the number of cookies that other sites put on your computer. In general these are not a security risk, but they allow ad agencies other sites and the companies that measure internet traffic to monitor your movements on the web. If you reject 3rd party cookies from any unknown site then your browsing habits usually can't be monitored. Just a way of helping to ensure your privacy on the web.

Erasing all your cookies will not harm your computer.
Currently you probably have so many cookies you probably don't have a clue what they are for. It is best to erase all the cookies and start over. Cookies can be can range from bad to helpful. Some cookies may be tracking your browsing history. Some cookies are helpful, and remember your preferences for sites you visit regularly. CCleaner has the option to allow you to place cookies you want to save in a save list, while erasing all other cookies.
CCleaner: Do not install toolbar and recycle bin options
Removes tracking cookies, unneeded files, browsing history.
In options:
Set to automatically run when computer starts.
Place cookies you want to keep in the save list.

It won't hurt anything, you'll just lose all of your saved information from web sites that use cookies to remember your personalized settings.
If you're worried about "bad" cookies, download and run spybot search and destroy. That will delete all "bad" cookies.
As for "taking up a lot of space", that's a load of bull-hockey. They are very small files and do not "slow down" your machine. Amateurs...

Yes it is safe to delete them.All cookies are are stored pages you have visited(allows those pages to load faster).It's always a good idea to delete every once in a while to get rid of unwanted files from sites you never visit anymore..

cookies are placed on your computer by website for tracking and login information - not all are bad but some are. It won't do you any harm by removing them (or any extraneous files as well I reccomend searching for Crap Cleaner.

Nope, its a good idea to remove them once in ahile. Keep in mind, you may see pages you frequently visit will load slow the first time tho.

Yes, by all means, keep them cleaned out. Clean out your temporary files too. Just be sure to know what your usernames and passwords are, because you will have to initially sign in on all sites again.
