At a minimum, Sound Recorder. There are countless audio editing tools and suites, practically all of which support the WAV format. If you are just looking to convert existing files (like MP3s or CDs) to WAV, try CDEX - http://cdexos.sourceforge.net/

To make a wav file all you need is Windows Sound Recorder. to edit or convert to different format you can use any audio media editor.(I use Audacity It's Free).

well if your trying to make it into one u need some kind of audio converter then if it was originally an Mp3 file put the mp3 into the converter then selct convert to wav thats how u make a wav file

I'm assuming you want to make one from a CD. Get a program called "CDex". It lets you rip CD's and output to .wav .mp3 and other formats.
