I have tried 'dragging' it...it doesn't move..I can pull it's 'edge' to the middle of the Desktop...etc...I just want it down on the bottom where I'm used to it....etc. My regular PC is like that & it all seems to wrok fine that way. So, if anyone has a good solution...I'd sure appreciate it!..THANX GANG....u r all Terrific!!

right click on your taskbar and make sure "lock the taskbar" is unchecked - then the closer you move to the start button the more likely you are to be able to move it. To access the start menu in the meantime press Ctrl+Esc

everybody's proper about looking some empty pastime bar area, clicking and protecting and dragging with the mouse. yet first you should opt to launch the pastime bar (proper-click some empty area on the pastime bar, if 'Lock the Taskbar' is ticked, click it to launch). Edit: Drat, 2 answerers in simple terms snuck in formerly me with a similar tip. Oh nicely, a minimum of there's a consensus. :-)

Right click on an empty part of the taskbar. Click on "Lock the Task Bar", and the "check" should go away. Now drag the bar back to where it was. Don't forget to lock it again!

I think it may depend on the windows version you are running but it should be either right click on it and follow the options or just drap and drop it where you want it. There should be a way to lock it in place on the properties option when you right click on it. Spooky when it happens though.
