you need to get hold of a scroll or two.A piece of flat plate at least 50mm wider all round than scroll and thick enough to hold in vice.You then cut 1 scroll so that it looks like the top piece of an S .Weld this to the plate make sure to weld it on the inside of S.At the very tip of S on the outside, weld a spacer at a distance corresponding to the thickness of steel you are bending.Cold bending is ok up to 4 mm thick .put strip into new bender an pull to end of S. this forms the inner part of scroll.Use 2 nd full scroll to finish bending cut and weld
scroll as above to another plate.just take your time look before you cut scroll have a strip with you to visualise bending

Bang some nails into a big piece of wood and using a long length of strip simply form the scroll around the nails. If you need really tight bends you will have to heat the steel first.
(Thats how blacksmiths do it)

do you mean the "S" shaped scrolls that you put into gates or to actually twist a piece of strip metal?
