most likely only the computer administrators are aloud to do it. Or you need a password. You can try going on control panel. then network and Internet connections, then go to set up or change connection.. after you go to privacy....allow all cookies, then security.....restricted sites and remove the ones that are there. It probably won't work but it's worth a try......

You need a proxy site that is not blocked yet such as http://www.blockednomore.com which is still brand new and not blocked anywhere.
