Get some Euros before you go, in case the ATM isn't working at your destination airport...having to change at the airport is not a good deal. Have a small emergency stash of USDs tucked away somewhere safe and then use ATMs to withdraw what you need, as you need it.

I dont think where u change it matters but before u leave perhaps best u change a lil ( if u decide not to change into euro's all in a go ) coz u may need to pay for transport, etc. If u dont change it all in a go,whenever u see the exchange rates of the day is "higher", then u can take the opportunity to change ur currency in a larger sum. Also, when ure changing ur currency, make sure u change it wid a reputable bank/forex and avoid ppl that offers u a "higher" rate that hangs outside banks/forex.Have fun in Europe

I don;t think it matters, just wherever you can get the best rate.

The best rate you can get usually comes from an ATM, so it might be wise to wait and take money from ATMs there, but your bank will still hot you with transaction costs so it might break even.
