Is it illegal for my track car to be stored and worked on in the council/residents carpark

It depends on the carpark owners' policy.
It is private property, so you will not be prosecuted for lack of MOT and tax provided you have declared SORN (Statutory Off-Road Notice) to the DVLA.
However, the council may have a policy that only taxed and insured cars are permitted in that car park, so you may be in breach of your permission to use the car park.

It depends if the car park is private property or not. If it's classified as part of the "public highway" then the council could consider towing it away and disposing of it. Check with them and they should be able to tell you.

Also, realistically, another resident may think your car has been abandoned (particularly if it looks like an old banger) and report it to the police. They will then investigate and try to track the owner before disposing of it etc.

You will likely get some boring nimby reporting you. You cannot park it anywhere the public has access to. This includes shared car parks. Only place is your own yard.

You could try speaking to a local farmer who might let you park it round the back of a barn for a few £££'s. If your anywhere out of town.

Yeah they're f**kers now you even need tax for a car even if it's in your drive way unless you contact dvla & make a Statutory Off Road Notification

they don't need to put a ticket on the car now,they can just take it for having no tax.

yes its illegal the dvla are having a purge round here and just picked up 5 cars off a car park and you can either pay the £30 fine and back tax or it will be squashed.

It is totally illegal. If you have not tax you should have declared it SORN to the DVLA - expect a fine from them soon if you haven't already had one
