depends on the make.
quite a lot of them you gently but firmly pull off. They usually have a couple of holes in the platter to do this and you can usually see the belt through these holes.
Direct drives won't have a belt at all and if the belt has snapped (they usually sag before snapping - you can tell they sag because the record keeps speeding up and slowing down) you might not be able to see the belt without lifting the platter.

On several decks I have had there is a circlip, that went on he central spindle some times under the turntable mat which is easy to take off.
If it is a circlip you can just push a small screwdriver down he side of the central spindal and force the circlip off, then the turntable will come off.

Depends on the model, of course.
In general, you need to turn the turntable over and go in through the bottom. Inside, you'll see a motor with a belt that's connected to the turntable, itself.

Some turntables had a c ring holding the platter on. You had to pry up the rubber holding down the center plate that was about 5 inches across, pull it up and out, and then remove the c ring that is now exposed. Then the platter can be removed.
