If it's an older version (4 / 5) it's a fairly common problem.. though I also had similar problem with Internet Explorer6 on my previous computer which expired back in December, which I couldn't figure out. Check the settings in
Tools > Internet Options > Advanced - "Security"
make sure "Use SSL 2.0" + "Use SSL 3.0" is ticked + anything other likely suspects in that section are ticked, too.

If that fails, try using MOZILLA FIREFOX 2 instead, which is much more reliable & secure (not to mention faster + more customisable) and available for free from http://www.mozilla.com/en-US/firefox/
