Two reasons come to mind.
1. They are bored and idle chit chat breaks the monotony.
2. Extroverts like the sound of their own voices pretty much like small selfish kids like other kids to watch them play rather than share toys.

Ignoring someone can be flat-out rude in close quarters, even if it's a forced situation.
Also, people just need human contact, and it's good to get a variety of people and experiences.
There are social psych sutdies that show that the content is not important, but the connection is, or at least the non-rejection is, esp. in the circumstances you mentioned.
I think I hate small talk, but then I go and do it anyway.

Did you ever think that maybe they don' t like silence with someone that they don't know.... I have friends I can be around for hours that we don' t feel the need to break the silence.. when you are uncomfortable with someone, they usually come up with inane conversation in order to break the silence and when they speak about something that has no meaning, there is no chance of getting your feelings hurt or getting into a pointless argument with someone you don't know and don't really care about their opinion.

To appear friendly. I suppose it isn't easy to help people when they are rude. Perhaps if you don't want to be spoken to, you should get a car, do your own hair, and keep your eyes to the ground when you come into contact with people. As for the rest of us, it's nice meeting new people. Thanks and I hope you get that attitude adjusted soon.

B/c they have limited contact with people throughout the day. Try being nice to them, you might learn something.

just to be friendly and put you at ease....also its the friendly people that are usually in those types of jobs...
