It has nothing to do with cookies. Its your IP. So you'd have to start a new account at a completely different location. I suggest you take some time off(two weeks minimum) and then e-mail the moderator about unbanning you. Yu-Gi-Oh chat rooms aren't the most productive places to discuss Yu-Gi-Oh. Forums are much better.
