ASK the computer people about getting it unblocked. If you try to use a proxy to get to hotmail on the sly and get caught, you could get into trouble up to the point of getting fired, depending on your company's computer/Internet usage policy. Also, once you get caught using a proxy, that'll greatly reduce the chance that they'll grant any future unblocking requests you may make. So ask first, you'll save yourself a lot of trouble.

If you have broadband at home, you could try getting a program like Hamachi to VPN into your home network from work. That would allow you to access the internet as if you were at home.

Please note that this is probably a violation of the rules, and if you're caught it's very possible you could be fired.

tell your friends and family to email you at work, at your work email address.
ours is blocked as well, and on the second notice of account violations, accounts are then terminated

You need a proxy site that is not blocked yet such as http://www.blockednomore.com which is still brand new and not blocked anywhere.
