the paladin gets pretty average scores across the board, upon level up, because they are used in every stat area.

if you level up while a black mage, you'll get better mp, but will sacrifice attack. leveling up as a blue mage will give moderate mp scores, but it's roughly the same as the paladin's growth.

your best bet is simply leveling up. blue magic is always really expensive, because it's so effective

the other thing you can do is work as a blue mage, with the illusionist's support skill 'half mp' - unless you already have all the blue magic you want. the reason you'd switch classes is because as a paladin, you probably have 'learning' set for your support slot, otherwise, the paladin can't learn new blue magic. but with a blue mage with paladin as a second jobset, you've got your spells, and your attack

as for cloud, that useless character is NOT in FFTA, any such rumor is a purposeless lie

The only thing i can think of is to make him level up in a mage type form, like a black, white, time etc. That should raise his mp.

I wonder if there are any hidden characters like Cloud from the ps1 Tactics?

Actually cloud is in FFTA..hes a hidden character you can get after you complete the game.

As for the mp...there isnt really a way unless you make him into a blue mage with paladin abilities and maybe the ability to equip swords or something.
